DB Alert – COVID-19 Legislative Update

As part of its initial response to the current and anticipated impact of COVID-19 on businesses across the nation, Congress has passed and the President has signed an $8.3 billion supplemental funding bill that includes authority for the Small Business Administration (SBA) to issue up to $7 billion in low-interest loans under its already existing Economic Injury Disaster Assistance Program (EIDL) to small businesses adversely impacted by the outbreak. The administration has announced its intention to ask Congress to increase SBA’s resources for small business disaster assistance related to COVID-19 to $50 billion. We expect funding amounts to increase and complementary initiatives to be implemented as the full economic impact of the outbreak makes itself felt.

Steven H. Shapiro is the leader of the Corporate Group at DUGGAN BERTSCH.  He is an award-winning former General Counsel, a nationally recognized speaker on corporate and technology topics and a highly accomplished transactional lawyer.  Steve has completed numerous M&A transactions in a variety of industries.   He also has successfully completed dozens of complex securities offerings, bank financings and venture capital fundings, representing underwriters and issuers, lenders and borrowers and funds and start-up companies.

Steve also has extensive experience in technology contracting and related transactions, such as software licenses, SaaS agreements, cloud services agreements, technology equipment sales and purchase, terms of services, privacy policies and technology consulting agreements.  In performing this work, he has served as counsel to technology vendors as well as to purchasers and licensors of technology and technology consulting.

Steve graduated Columbia University cum laude and with awards for service to the academic community as well as the University of Chicago Law School.  A native New Yorker, Steve has lived in the Chicago area since graduating law school.
